Who may register?

Any Filipino citizen who is not yet a registered voter, may apply for registration, provided he/she possesses the following qualifications for May 9, 2022 National and Local Elections:

At least eighteen (18) years of age on or before May 9, 2022 National and Local Elections

A resident of the Philippines for at least one (1) year and in the place wherein he/she proposes to vote, for at least six (6) months 2022 Elections

Not otherwise disqualified by law.

Who may not register?

The following are disqualified from filing applications for registration. Any person disqualified to register under the first and second disqualifications below shall automatically reacquire the right to register and vote after the expiration of five (5) year service of sentence

Any person who has been sentenced by final judgment to suffer imprisonment for not less than one (1) year, such disability not having been removed by plenary pardon or amnesty

Any person who has been adjudged by final judgment by a competent court or tribunal of having committed any crime against national security, or involving disloyalty to the duly-constituted government

Insane or incompetent person as declared by competent authority unless subsequently declared by proper authority that such person is no longer insane or incompetent.

What do you need to register?

A person has to establish his (or her) identity upon filing his (or her) application. The following are valid identification documents:

Philippine Identification Card (PhilID)
Employee's Identification Card
Postal ID
PWD Discount ID
Student's ID or library card
Senior Citizen's ID
Driver's License
NBI Clearance
Passport
SSS/GSIS ID
Integrated Bar of the Philippines (IBP ID)
License issued by the Professional Regulatory Commission (PRC)
Certificate of Confirmation issued by the National Commission on Indigenous Peoples (NCIP) in case of members of ICCs or IPs
Any other valid ID

Registration Centers

By law, the registration centers are the local COMELEC offices or the Offices of the Election Officer (OEO). There is one in every district, city or municipality. Most of the time, it is located at or near the city or municipal hall.

If you do not know where your local COMELEC office is specifically located, you may view COMELEC's Field Offices Directory for information.

For most of the cities and municipalities in the rural areas, where addresses are not as specifically indicated as those in the cities or those in urban areas, only a general description of the location of the OEO is indicated.

Satellite Registration Offices

Pursuant to Section 8 of COMELEC Resolution No. 10549 every barangay shall have at least one (1) special satellite registration office, subject to certain condition.

Any interested party may request for the conduct of special satellite registration, which shall be conducted in barangay halls, public/private schools, commercial establishments and other public places within the city/municipality to ensure wider voter participation.

Registration Procedure

Pursuant to Section 12 of Resolution No. 9853, the registration procedure is as follows:

A qualified applicant need only to appear personally at the Office of the Election Officer (OEO), the local COMELEC office.

The applicants's identity and residence will be verified. As such, they will be required to bring a valid ID with photograph and signature.

The applicant's status of registration will also be verified. This may be done using a computer application at the OEO.

After a successful verification of the applicant's identity, they shall be given three (3) copies of the application forms to fill up. A blank application form is also available for download from COMELEC's website. This form may be downloaded and printed. It may be accomplished before proceeding to the OEO to save on time. However, it should only be signed and thumbmarked before the EO.

The applicants biometrics will then be digitally captured using the Voter Registration Machine (VRM) by an authorized VRM Operator.

An acknowledgment receipt will be given to the applicant afterwards.

How to Submit Application for Registration

For guidance, here are four different ways (only choose one) to accomplish and submit your application form:

Accomplish and submit application form provided in the Office of the Election Officer (OEO)

Go to the OEO where you are registered or intending to register.
Get a CEF-1 form from the OEO. Blank forms are provided in all OEOs.
Fill out all required fields for your application form using pen (Please write legibly). Ask assistance from the OEO if necessary.
Submit your application to the OEO after writing all necessary information to the form. Further instructions shall be discussed to you by the OEO.

Download and print blank form (CEF-1), then accomplish using pen before going to the OEO

Download CEF-1 (and other forms if necessary) from the Application Forms page.
Print the downloaded CEF-1 to an 8" x 13" (Folio) paper. The form must be printed back to back.
Fill out all required fields for your application form using pen. NOTE: Do not sign or affix your thumbmark on the application form yet.
Go to the OEO where you are registered or intending to register to personally submit your application form. Further instructions shall be discussed to you by the OEO.

Download form (CEF-1) then accomplish using your computer (thru a PDF reader) before printing, then go to the OEO

Download CEF-1 (and other forms if necessary) from the Application Forms page.
Open the downloaded CEF-1 file (PDF format) using a PDF reader.
Check all appropriate choices in the ovals.
Fill out all other required fields for your application form. Required fields are highlighted once an option is selected.
Print your filled out CEF-1 file to an 8" x 13" (Folio) paper. The form must be printed back to back. NOTE: Do not sign or affix your thumbmark on the application form yet.
Go to the OEO where you are registered or intending to register to personally submit your application form. Further instructions shall be discussed to you by the OEO.

Use the iRehistro web app

Open the iRehistro web app
Select suitable options for your application and fill out all required fields.
Follow all instructions provided by the iRehistro.
After completing iRehistro, go to the OEO (depending on your set appointment) where you are registered or intending to register to personally submit your application form. Further instructions shall be discussed to you by the OEO.
